Given the ages of Phoebe and William Oakes, it appears that they are siblings. Consent for Phoebe's marriage was given by Catherine Oaks, widow of Daniel Oaks. From this evidence, I conclude that Daniel and Catherine Oakes were the parents of William and Phoebe Oakes.
